咸丰十一年帝崩，传位于年仅六岁之小皇子载淳。帝崩前授命肃顺、载坦等八人为顾命大臣，于是慈禧遂与恭亲王奕密谋诛肃顺，定为“辛酉政变”。之后，慈禧与慈安两宫垂帘，并由恭亲王奕诉为议政王，把持政务的六岁小皇子储立为帝，改为同治年号。同治登位年仅六岁，一切政务皆由生母慈禧太后和恭亲王主持。慈禧本是一位极有野心之妇人，两宫垂帘后，便以太后身份，在政事上每加意见，干预朝政，恭亲王早就看出其政治野心和权力欲望，故在处理政事时明争暗斗，冲突遂起。同治因慈禧专注于政事上，加上慈禧之专横，在缺乏生母关怀下，同治更加亲近宅心仁厚的慈安太后，因此慈禧与同治之间的母子感情便日渐疏离。同治十七岁时，虽然名义上还政于他，但大权落在慈禧与恭亲王手中，亦因为他自小过着骄纵生活，故他亲政以后无甚表现，俨如一傀儡皇帝。同治为免处处受慈禧箝制，故建议重修圆明园讨好慈禧，但此事为恭亲王所阻，他以国库空虚为由，责说不可修园，令同治大为反感，罢去恭亲王及一干大臣之职，慈禧对修园之事虽有所喜，但因修园而罢恭亲王亦感同治过份，故慈禧重新
