大都市梅陀宝丽斯，被称之为本时代进步象征的超级摩天大厦正在举行落成典礼。手握本市实权的RED先生（石田太郎 配音）台上演讲正酣，台下一名黑衣青年男子ROCK（冈田浩晖 配音）却在警备重重下公然拔枪杀人，群众一阵哗然骚乱。目睹此事的日本侦探伴俊作，携外甥剑一（小林桂 配音），开始进行全市的追凶调查。但是ROCK被判明只是射杀了机器人，凶手若无其事的离去了。
马小帅、欧杰、赵家辉、杨一柳，四个风华正茂、踌躇满志的警校毕业生，在一次惊心动魄的演习后，迎来自己崭新的人生。然而，梦想虽丰满，现实却骨感：一心想当刑警叱咤警界的马小帅不得不缱绻马路成为交警；羞言愧语的闷骚儿宅男赵家辉想当网警，却被迫每天喋喋不休地周旋于市井街道当片儿警；“不让说话吾宁死”的转世鹦鹉杨一柳却被强行封住嘴巴，按在电脑前当了网警。最终，马小帅等人在不同人生观、价值观的激烈碰撞下，在共同经历了与以往不一样的生命体验后，收获了成长和爱，完成了的他们警察生涯的蜕变。
故事以三十年代的广州为背景，横跨南京政府、日本侵华、广州沦陷的苦难时期。最坏的时代，往往亦是展现人性的最佳时机。虽然鸦片害人不浅，大时代又动汤多变，人们在苦难中互助互爱、挣扎求存，表现出一种豪情、义气，展露出人性真实、光辉的一面。
